It basically allows you to alter a bunch of things regarding monsters, including their max health, how light/dark it has to be for them to spawn, whether or not they burn up in the sunlight, how much damage they do, how aggressive they are, how much is dropped when they die, varying difficulty regions, and a bunch of other things.
It'd be really neat to see harder monsters on the server, such as in Talon.
