Pink and Black Screen Overlay on WB Server?

When I join the waterbuild server, there's a pink and black thing that is covering my screen, keeping me from seeing anything. Is there some sort of overlay I'm missing?
Edit: Oh, and when I no-clipped to check if I was stuck in something, Gmod crashed.
Edit2: Somehow, the motion blur setting got enabled, which caused it to do this. I swear it was disabled when I last checked...must be a bug with the new Gmod update? Also, funny bug with Odessa:
