[Forums] Standardized Suggestion Layout

My plan is this, that you implement a standard layout for addon/any suggestions along these lines
I'm thinking that this would help out clarifying addon suggestions, so that people don't end up reading a wall of text
this would also work for forum suggestions, except minus the URLs
Subject name [Type of sugestion] Name of sugestion
1. Name of addon
2. any URLs that are necessary, such as the release forum post for the addon and download URL
3. short discription of addon
4. Reason for requesting this addon
