I cant download mods

I have this problem that in every mod I download there's a point when the bar goes off slow then goes back to 0 then stops in some occasion I don't know how this all works pls help

    Where are you trying to download these mods from?

    If it's from the game server, how long are you letting it sit before disconnecting?
