Moderators do not have access to "!Slap"

Title says it all. Admirals and Admins can slap, but the Moderators have no access? We can whip/jail/kick and other commands above slap, but why not slap itself? I already asked Duned, but he said ULX was Nielk's area of expertise, so here we are.

Also, me and Switch would be very happy people if Mods could get access to "!Ragdoll"...
